Staff Counsel
 
DESCRIPTION
Staff Counsel will help the Chicago Housing Authority ("CHA") achieve its mission and goals, primarily by protecting its legal interests. Staff counsel will represent CHA in legal matters related to various types of law, such as Housing Choice Voucher administrative hearings, grievance proceedings, other agency administrative hearings, administrative reviews proceedings in circuit court, and evictions cases and other related litigation in circuit court as needed. Staff Counsel also will provide counseling to various CHA client departments.
 
SUMMARY OF PRIMARY ACCOUNTABILITIES
• Representing the CHA in all phases of administrative hearings in Housing Choice Voucher Program hearings and in other forums as needed.
• Researching and writing legal memoranda and motions to be filed in circuit court.
• Propounding and responding to written and oral discovery.
• Investigating, gathering evidence, and preparing and presenting witnesses to testify at administrative hearings or trials.
 
EDUCATION AND EXPERIENCE REQUIREMENTS:
  • Academic Level: Juris Doctorate Degree
  • Industry Experience: Other industries not listed
 
ADDITIONAL REQUIREMENTS:
This is a full-time position. It requires a Juris Doctorate degree, admission to the Illinois bar and good standing, and a minimum of 1 year of litigation experience. Ideal candidate will have strong written and oral communication skills, strong analytical and research skills, strong time management skills, and general knowledge of legal/trial practices and procedures in various courts. Further requirements consist of the following: integrity, sound judgment, strong work ethic, strong analytical and client service skills, strong writing and oral communication skills, ability to work cooperatively with supervisors/colleagues/diverse client departments, and willingness to learn new substantive areas. Familiarity with HUD rules and regulations preferred.

Salary Range: $80,000 - 84,000
